The Solvang City Council reintroduced Ordinance No. 25-0384 on Nov. 10, 2025, to amend terms and qualifications for city advisory bodies and took the ordinance up for first reading by title only, passing the introductory motion unanimously.

City staff said the ordinance tracks changes previously discussed and corrects two specific items: (1) an adjustment to the Regional Mobility Oversight Committee (RMOC) language to allow it to schedule two or more meetings rather than being limited to exactly two meetings, and (2) a clarification that certain advisory committee members must operate a business in Solvang or the San Ynez Valley to be eligible for appointment.

"The only changes from the last time are to amend a little issue with the RMOC's number of meetings so that they can have two or more, and to clarify the qualifications to serve on the committee so that you have to have a business in Solvang or the San Ynez Valley," staff said during the presentation.

Council moved to introduce the ordinance for first reading by title only; the motion was seconded and passed on a 5-0 roll call. As a first-reading introduction, the ordinance will return to the council for subsequent readings and formal adoption at a later meeting if council chooses to advance it.
