Gina Gilliard spoke during the council’s appearance period about persistent drainage and erosion at her property at 1564 Quonset. She said water from adjacent lots now has nowhere to go after an adjacent structure was built, leading to erosion and property-value declines. Gilliard said she spent approximately $3,600 — money from her disabled daughter’s fiduciary account — to erect a barrier and provided photos and receipts to the city (see SEG 491–523).

Gilliard said the city had sent staff once in the summer but no full remedy occurred; she asked the council to send the appropriate staff and to be respectful in handling the matter. Council staff requested and recorded her address so the city manager can follow up, and staff indicated they would coordinate a city inspection and conversation with the city manager.

"All I asked them to do is either clog the drain, send somebody out, and fix the problem," Gilliard said on the record while noting the financial and emotional strain of the continuing problem. City staff took her contact information and committed to follow up; no formal action or funding was recorded in the public session.
