City Administrator Simos told the council staff recommended adoption to defray the cost of improvements and offset inflationary operating costs. "Staff recommends that the mayor and common council adopt Resolution 25-10, establishing the fees for Wakefield Valley Clubhouse and Pavilion," Simos said.
Council discussion focused on how the project was funded and how the fee schedule was structured. Councilmember Preckenstein, chair of the finance committee, described the Wakefield Valley project as a long-term legacy effort and said the schedule uses a more flexible, market-responsive approach. "I think they call it dynamic pricing," Preckenstein said, adding that the city intends to ensure city residents—and businesses located in the city—always receive the lowest available rate.
Preckenstein explained the renovation was funded largely with state and federal money, and the city moved funds originally appropriated for a pavilion to complete the clubhouse work after siting changes allowed the transfer of those grant dollars. He emphasized the goal was not to generate a profit but to cover long-term maintenance and future improvements.
A motion to adopt Resolution No. 25-10 was made by Councilmember Pecoraro and seconded by Councilmember Cooper. The presiding officer called for a voice vote; "the ayes have it," and the council adopted the resolution.
