More than a dozen residents urged the Rio Blanco County Board of Commissioners on Nov. 10 to consider community representation and governance as the board prepares to fill an upcoming vacancy on the Meeker Regional Library District trustee board.
Jenny Moreland told commissioners her statements were drawn from "observations of library board meetings over the last year" and warned the board that the current library board majority’s "agenda appears to follow the national, excuse me, the Christian nationalist movement". That claim drew multiple public responses during a 90‑minute public‑comment block that included both criticism and support for the current trustees.
Michael Cobb, who identified himself as a current trustee and a candidate for reappointment, defended the board’s recent actions and said, "At no time have we banned books or advised our Library Director to purchase a single title for our library". Cobb also described recent fiscal steps the board took, saying a reduced mill levy will save property owners and that the district has added staff and financial controls.
Other speakers raised two recurring themes: rural representation and finances. Pat Baggett argued the current board had too many town residents and urged the commissioners to "please consider affirming rural users to fill the county board payments" and appoint people who are regular library users. Several commenters, including Lisa Moffatt and Anne Franklin, noted fiscal details: Franklin said a recent 0.1‑mill levy produced about $50,000 while average operating expenses run about $450,000 and she warned that reserves "will not be sustainable forever".
Commissioners discussed a proposed intergovernmental agreement (IGA) intended to formalize the trustee appointment process between the county, the town of Meeker and the library district. Several commissioners said they preferred a face‑to‑face work session with town and district representatives before moving forward; the motion to adopt the IGA did not receive a second and died.
What happens next: commissioners indicated they will continue the usual application/interview schedule, with interviews expected in December and appointments in January unless the three‑party work session prompts changes. The board also appointed Christie Durfee to a separate Rangely cemetery board vacancy earlier in the meeting (appointment motion and roll call recorded SEG 973–995).
