AM 2556 is a utility service agreement with Matanuska Electric Association (MEA) in the amount of $115,780 to extend utilities necessary for the restroom construction.
Council members asked about the remaining balance for the Newcomb Park CIP (staff reported roughly $134,220 would remain after the transfer) and raised questions about a separate Main Street couplet project where Alaska DOT right‑of‑way issues have affected Newcomb Park planning. Public Works staff (Eric) said DOT concerns and right‑of‑way reviews delayed Newcomb Park work; moving some funds to Bumpa allows active work to proceed while DOT and the city resolve long‑range plans for Newcomb Park.
Councilmember Graham moved to approve Resolution 25‑36 and marry AM 2556 with that vote; after discussion the motion passed without recorded dissent. Staff said if the council desires, they can bring forward legislation to repurpose remaining Newcomb Park funds for beach repair or other priority work outside DOT right‑of‑way restrictions.
