Wasilla’s council addressed several MATCOM (dispatch) staffing items on Nov. 10: it introduced an ordinance to accept borough funding for two new positions and adopted a resolution to retitle an existing supervisor position.
Clerk read Ordinance serial number 2538, which amends the FY2026 budget to accept and appropriate $340,000 from the Matanuska‑Susitna Borough to add two full‑time MATCOM positions (one fire/EMS call taker and one dispatcher). Councilmember Graham moved to introduce the ordinance and set a Nov. 24 public hearing; members asked MATCOM and finance for an organizational chart and projected multiyear costs so the council can review staffing, contract escalation and fill rates ahead of final action.
Separately, Resolution serial number 2535 — retitling an existing supervisor position to Dispatch Supervisor/Training Coordinator and moving the position from grade 9 to grade 10 — was moved by Councilmember Graham and seconded by Councilmember Rubio. Lori (MATCOM) explained the position will be opened to current dispatchers who meet qualifications and that several internal staff had expressed interest. She said the role consolidates training, quality assurance and protocol updates, adding new responsibilities beyond the current supervisor duties.
Councilmember Rubio raised concerns that the staff report and job description may not clearly warrant a new title and higher pay; Lori replied the training and quality‑assurance duties had been neglected and that comparable centers commonly have a training coordinator role. Councilmember Johnson asked about union and PERS implications; HR/Finance staff said the main title remains dispatch supervisor with a training function and that the position count is unchanged.
Councilmember Johnson requested future baseline data on positions approved versus positions filled and, for the ordinance, whether contract escalation across the seven‑year borough agreement would create future city costs. The council adopted Resolution 2535 on a roll‑call vote with Cottle, Graham, Schmidt, Crafton, Johnson and Rubio voting yes (unanimous). Ordinance 2538 was introduced for Nov. 24 public hearing.
