The Talent Urban Renewal Agency voted to establish an ad hoc subcommittee to review responses to a request for qualifications (RFQ) for selecting a private real estate development partner for the Gateway site.
Staff told the board that RFQ responses are due November 14 and estimated the subcommittee’s workload at about 5–10 hours for reading materials and two to three meetings, with possible interviews of proposers. The subcommittee's role, staff said, is to review RFQ responses with staff, help conduct any interviews, and produce a recommendation to the full board.
Member Coley moved to form the subcommittee and nominated herself; the motion named subcommittee members as Member Coley, Member Panamoreff, Chair Ayers Flood, Member Pastizo, and staff in a technical, nonvoting support role. The motion was seconded and passed on a roll-call vote. Staff clarified that staff would not be voting members and would provide technical input only.
What happens next: staff will coordinate reading materials and anticipated meetings after the RFQ deadline; the subcommittee is expected to meet in November and December to score and deliberate, then present a recommendation to the full board. The subcommittee is intended to add an early step of transparency and public deliberation before the board makes a final developer selection.
The vote to create the subcommittee carried with a quorum present; the meeting adjourned at 6:40 p.m.
