El Paso County agreed on Nov. 10 to contribute about $2,517,942.54 in in‑kind match to support the City of El Paso’s application for the Texas Health and Human Services Healthy Community Collaborative grant.

Carmen (director of budget and finance) said the county’s in‑kind contribution comes from budgeted positions and services already allocated across departments and that the full application represents a $30 million project with the city seeking up to $15 million in grant funds. Other partners named in the application include United Way, Amistad Alivian and Opportunity Center. If awarded, the project would start in September 2026.

Commissioner Butler asked what the county would receive in return and requested written metrics to quantify the county’s return on investment for committing significant in‑kind resources. Carmen said the county would not provide cash but would provide in‑kind services already budgeted and agreed to work with county leadership (including Mr. Bishop and Ms. Keller) to provide metrics and reporting to the court.

The court approved the in‑kind match and authorized staff to coordinate reporting and collaboration with city partners.
