Senior Planner Christine Song told the commission the applicant requests a CUP for alcohol sales and would require a Type 20 Alcoholic Beverage Control license; staff noted distilled spirits would not be permitted on the premises.
Song said the site is in the Mission District (zone MD) and the center is occupied by a mix of restaurants and retail businesses. Staff described tenant improvements proposed by the applicant (interior painting, new flooring, construction of a small walk‑in cigar room) and emphasized recommended public‑safety conditions the San Gabriel Police Department asked the applicant to meet, including an alarm and surveillance camera system and a requirement that management report crimes on the premises to police. Staff found the project consistent with the general plan economic goals and determined it qualified for a CEQA Class 1 (existing facilities) exemption.
The applicant, who introduced himself as Abhinav, said he has years of experience in tobacco distribution in Southern California and described his concept as a "clean and trendy" shop focused on higher‑end accessories and small‑batch beer. He confirmed agreement with conditions listed in the staff packet.
No members of the public offered comment during the public hearing on the item. During deliberations several commissioners expressed concern about the number of liquor outlets in San Gabriel but said they preferred to see long‑vacant property occupied and productive rather than remain empty. Commissioner Lee moved to approve and Commissioner Carney seconded. A roll call vote recorded three yes votes and the motion passed.
Conditions approved with the CUP include the police‑recommended alarm and camera requirements and the prohibition on distilled spirits on site; the San Gabriel Police Department retains the ability to seek reevaluation of the CUP for public‑safety reasons if necessary. The planning department indicated it will file the permit and notify the applicant of next steps toward obtaining the appropriate ABC license.
