At tonight's Seal Beach City Council meeting the following formal actions were recorded (all votes recorded as 5-0 unless noted):
Approve agenda: Motion carried (roll-call recorded in transcript).
Consent calendar: Approved via single motion after two items were pulled for discussion (Item E and Item F).
Item E — Site lease agreement for rooftop wireless equipment (Ericsson): Approved after public comment and staff responses (see separate coverage of RF-data requests).
Item F — Amendment 1 to professional services agreement with MRS Environmental: Council approved a $2,500 increase to cover appeal-related public hearing appearances; staff said the cost will be funded by the project applicant (Hellman).
Parks & Recreation impact fee: After presentation of a nexus study, council adopted a revised fee program (per-square-foot fees: $3.83 for single-family, $5.40 for multifamily) using a study that identified $7.1 million in facilities attributable to growth and 1,243 projected housing units.
Crossing-guard job specification: Council approved an updated job specification intended to improve recruitment and retention by allowing midday assignments in the records bureau (city has seven crossing-guard locations).
2025 Local Hazard Mitigation Plan: Council unanimously adopted the plan, which includes 54 mitigation actions and maintains eligibility for FEMA and state mitigation grant programs (including tracking of state Proposition 4 funds).
