Elyria’s joint utilities and finance committees on Nov. 2025 approved a one‑year renewal with Utilitec Doxium to continue printing and mailing the city’s utility and stormwater bills, a contract the city said will not exceed $70,000 for a 12‑month period. "We're just asking for renewal, 1 year renewal of our... printing and our postage," Director O'Connor said when presenting the item.
City staff said the vendor’s pricing includes a 2.9% consumer price index adjustment — about $250 per month — and that roughly 30–35% of customers already use e‑billing. Director Pajanowski said the city can promote e‑billing and automatic payments to reduce paper costs. "We can look at, reminding people that e‑bill options are available," Pajanowski said.
The utilities committee moved and approved the ordinance; finance later made a separate motion and approved the renewal with an emergency clause so the contract will take effect on Dec. 1, 2025, as requested. No specific vote tally was read into the record beyond motions carried by voice vote.
