Elyria’s community development committee on Nov. 2025 approved a downtown historic redevelopment grant application from property owner Jamil Elder to replace roofs at 353–361 Broad Street. Community development manager Ama Bayad said the total project cost is about $84,000 and the program offers a 50% reimbursement (about $42,000). "The total project cost is about 84,000, with a 50% reimbursement that would be 42,000," Bayad told the committee.
Bayad said the Landmarks Commission reviewed the project and recommended approval on Oct. 28, and the Elyria Economic Development Committee recommended funding on Nov. 3. Elder, who identified his address as 346 Broad Street for the record, said he plans to use West Roofing and seek a 20‑year warranty; he told the committee minor rooftop mechanicals (two or three units) on the lower roof may need to be moved or adjusted. "I think we have just 2 air condition or 2 or 3 on the lower portion that just need to be either moved or just adjusted," Elder said.
Community development and finance each moved and carried ordinances authorizing submission of the application and program participation. Staff said the applicant would have two years to complete the project and expected work to be finished by spring 2026.
