Christina Lacera, owner of Mysterio Fashions, told the Fort Pierce City Commission on Nov. 10 that she had submitted a written proposal seeking a $60,000 contract to supply uniforms to the Fort Pierce Police Department.

"I'm proposing a bid for a city contract. I have a written proposal for the bid of the city of the city of Fort Pierce's police department for their uniforms," Lacera said during the public-comment period. She described her local small-business roots, prior experience as a production coordinator for clothing lines in South Florida and past work producing garments for military and homeland-security clients. Lacera told commissioners the award would mean an economic boost for her Fort Pierce business and that she conducts careful fitting and revisions for clients.

During the public comment period another speaker (identified only as James) urged transparency in procurements and criticized perceived cronyism; those remarks drew interruptions and a brief recess after a disturbance in the chamber. Deputy Chief Caleb Gillette later told the commission that officers had the person in custody and that an arrest affidavit was being prepared.

The commission did not take any action on Ms. Lacera’s proposal during the Nov. 10 meeting. Procurement and contract-award authority remain a staff function; the transcript and public record do not show a formal bid opening or an award decision on Nov. 10.
