Comstock Inc. representatives presented the annual compliance review for Special Use Permit No. 2000‑222‑A‑5 at the Story County Planning Commission meeting on Nov. 6. Corrado DeGasperis, CEO of Comstock Inc., and Kayla (Comstock compliance staff) reported that the company remains in compliance with permit conditions, has no reportable activity near the site waterline, and continues reclamation and monitoring activities at Lucerne and American Flat.
DeGasperis said Comstock now operates three distinct business lines — Comstock Mining, Comstock Metals and Comstock Fuels — and highlighted an expanding recycling operation that processes end‑of‑life solar panels. He said Comstock’s recycling technology is R2V3‑certified and that the company’s Silver Springs facility, currently operating at a smaller scale, recently received a permit for a larger processing building that could support a production line capable of reprocessing about 3.3 million panels per year. DeGasperis said the company sells recovered materials (including silver and other metals) and that recycled recovery could make Comstock a significant silver producer from recycled material if planned facilities scale up.
Kayla, who joined Comstock earlier in 2025 and previously worked at the Nevada Division of Environmental Protection, delivered the compliance portion of the presentation and said the company maintains an inventory of permits and remains fully compliant with those permits. She described the SUP boundary (original SUP ~185 acres expanded to ~1,300 acres in 2014), noted that recent activity is within approved disturbance limits, and said prior reclamation work earned awards for reclamation and safety. She told the commission there were no current issues with dust, noise or groundwater and that Comstock continues routine monitoring and reporting to Nevada Division of Environmental Protection.
DeGasperis described other company work in the district, including restoration of Donovan Mill, stewardship via the Comstock Foundation (funded in part by a 1% royalty required under the SUP), student leadership programs, and community events such as blacksmithing and gas‑engine shows. He said a portion of Comstock’s holdings in the district were recently sold to Mackie Precious Metals but that Comstock retains royalty interest; purchasers were not granted rights under this SUP.
There was no action requested of the commission beyond receiving the presentation. Commissioners asked questions and thanked company representatives for the update.
