The Citizens Review Board voted to approve the October minutes and later moved into executive session to review five case files, the board announced at the meeting.
Chair requested a motion to accept the October minutes; a motion and second were made and, after a voice vote, the chair said the motion carried and the October minutes were approved. Later in the meeting a motion to enter executive session to present and review five cases was moved and seconded; board member Peggy Chase seconded the motion and the board voted to enter executive session.
During public comment, resident Barry Gowanter requested clearer use of microphones, asked for more detail about the training titled "Readiness is a mindset, not a moment," and urged the board to ensure translation and interpretation services meet federal and state requirements. Gowanter referenced "Title VI of the Civil Rights Act" and New York State requirements when urging the board to consult the county office of social services to identify the top languages used locally. He also cautioned that automated body‑cam translation should not substitute for a qualified interpreter when accuracy and civil‑rights compliance are at issue.
The board said it will check with corporation counsel on whether discussions about the structure and charge of an external advisory board must take place in public session. Following the public‑comment period, the board recessed into executive session.
