The Matanuska-Susitna Borough Planning Board approved the preliminary master plan for Hammerhead 2025, a proposal to subdivide Tract 3 into four lots north of East Walling Road in the Butte community, at its meeting. The approval is contingent on staff'recommended findings and conditions and an amendment added by the board to permit construction of the access road to a Pioneer Standard if borough maintenance is not desired.
Planning staff Chris Kurland told the board the four lots would range from about 1.04 to 1.27 acres and that each lot contains at least 10,000 square feet of usable building area and at least 10,000 square feet of contiguous usable septic area. A geotechnical report submitted as Exhibit B, summarized by engineer William Klibasaddle, documented one test hole dug to 15 feet and recorded no groundwater in the hole.
Staff noted several external comments. The U.S. Army Corps of Engineers sent a reminder that proper authorization is required if fuel or similar activities will occur in wetlands. MSB predesign/engineering raised questions about an existing well and a shed located in the flagpole/flag area, and MSB permit center staff listed activities requiring permits. Planning staff recommended approval with five findings of fact and eight conditions of approval; the board specifically added an eighth condition to allow the road to be built to Pioneer Standard if borough maintenance is not desired.
Craig Hansen, representing the petitioner, said he agreed to the conditions of approval as amended. Board members pressed for clarity on the shed and the well: Hansen and staff said a shed that crosses property lines or encroaches on proposed lots must be removed before plat recording and that proof of removal should be provided; the disposition of the well (relocation or decommissioning) had not been finalized and will be handled per applicable code and permit requirements.
The motion to approve the preliminary master plan passed with no objection after the board approved the amendment to add the Pioneer Standard road option. The approval was recorded in the meeting; no roll‑call vote tally was read into the record.
Next steps for the petitioner include satisfying the listed conditions, providing required proofs (including removal of encroaching structures), and completing any permits needed prior to final plat recording.
