The McCall City Council approved Resolution 26-07, adopting a four-day workweek pilot for most city offices and authorizing the mayor to sign the necessary documents. City Manager Forrest Atkinson presented the plan and the communications approach to notify residents and stakeholders.
Atkinson, the city manager, said the pilot "would give us the rest of November to inform the public, put up signs, reach out through our communications channels, to let the public know primarily of new office hours and the fact that certain offices would be closed on Fridays starting December 1." He told council the policy is concise but flexible to allow adjustments during implementation.
The pilot applies to offices listed in the policy packet, including city hall, public works, the airport administrative office, the police department administrative office, parks and recreation administrative office, and the city shop and fleet services. Atkinson and staff emphasized that emergency services and operational necessities such as snow removal would not change; the golf course and outdoor facilities would operate as normal, and there were no proposed changes to library open hours at this time.
Ann Greaves, the communications director, outlined an education and outreach plan that includes updated recorded messages, signage, email footers and text-message outreach. Greaves said staff will launch a customer service survey on Monday to establish a baseline and collect feedback across departments. "We made sure it was a good balance of, open ended comments, as well as a rating system that we could actually utilize," Greaves said of the survey.
Council members who spoke praised the planning and encouraged robust outreach. The council moved and approved the resolution by roll call. Following approval, staff will proceed with public notice and the communications timeline with a target of beginning the pilot on Dec. 1.
The city said it will monitor customer survey results and department feedback during the pilot and make adjustments as necessary.
