Council member George Brannigan presented an ordinance accepting the lowest response from Havana Knights LLC to furnish and install retro‑flex solar LED off‑grid systems at Megas Park in an amount not to exceed $89,180.
Richard Brown, a District 4 resident who represents nearby Holly Heights, said the neighborhood has been requesting park lights for about three years and asked whether the plan still included providing hardwired electric service and outlets that can be used for special events. "We desperately need lights," Brown said. "We had expected and had only discussed up until this point having regular electric lights furnished by Entergy with power, with places to plug in for power for when we have special events."
Councilman Brannigan said the solar option was chosen because it was roughly $60,000 less than installing poles and running wires, and because solar poles do not add ongoing electricity costs for the city. He said he would work with staff to add electrical outlets near the pavilion and playground area to support events. Brannigan also confirmed the city will meet on site with staff to identify where electrical boxes should be installed for event needs.
A resident who inspected similar fixtures at the Bonnabel Boat Launch said the solar LEDs provided adequate illumination and carry warranties; he recommended the city ensure warranty replacements are tracked and used when fixtures fail.
The council voted to approve the contract; motion by Council member Brannigan, seconded by Council member McKinney, passed 6–0.
