The Temple City Council voted 5-0 to abandon a 0.14-acre, 20-foot-wide alley located between Avenue C and Avenue D, enabling inclusion of the alley area in a planned county annex development. Council Member Pilkington moved approval; Council Member Kuykendahl seconded.
Mister Nuttall presented the item and cited the Texas Transportation Code authority allowing municipalities to vacate, abandon, or close streets and alleys after a public hearing (staff referenced Transportation Code procedures). He said utilities had been contacted and would coordinate relocations with Public Works so the parcel could be "shovel ready" for the county. Nuttall also reported the city holds judgments giving possession and eminent-domain authority on three surrounding parcels; remaining valuation trials in those eminent-domain proceedings are scheduled, with trial expected in December.
Resident Alan Lytle asked what would be built on the block; Nuttall answered the county plans to construct a new annex to better meet county service needs. Council closed the public hearing and approved the abandonment 5-0.
The council's action authorizes staff to proceed with the abandonment process and to coordinate utility relocations and property transfer steps needed for the county project.
