Planner Tammy told commissioners the proposal includes a single building meeting height and setback standards, about 97 standard parking stalls, and a proposed cross‑access agreement that would let the nearby multi‑sport park use overflow parking on event days. The developer has a concurrent minor subdivision application and is working with the city on an appraisal and a city‑owned parcel swap to consolidate the site into a single lot.
Engineer memos require modifications to civil plans — including handicap parking counts, storm‑drain collection details, and screening for outdoor storage — and staff recommended approval only after those red‑line items are addressed. Applicant Geneva Blanchard said the team submitted a Pine View will‑serve letter and will add irrigation and landscaping details; she also confirmed the outdoor equipment yard will be screened. Neighbor Craig Jackson spoke in support and urged robust security and attention to drainage.
Commissioners approved the site plan with the condition that all engineer and staff requirements be met prior to final approval. Commissioner Jeff, who had earlier declared a conflict for this item, recused himself from the vote; the remainder of the commission approved the motion.
