The Pleasant View Planning Commission on Monday recommended that the City Council adopt a new water‑use and conservation element in the city’s general plan, meeting the requirements of Utah Senate Bill 110 (2022).
Staff said the draft element incorporates the city’s recently adopted water conservation plan and documents current water use figures. The presentation noted the city’s culinary‑only gallons‑per‑capita‑per‑day (GPCD) figure from a 2024 study is about 57.47, and staff identified that including secondary (irrigation) water in future accounting would raise total per‑capita use. Planning staff also cited population figures used in the draft — roughly 12,000 now and a projected 21,282 by 2050 — to underscore long‑term planning needs.
Commissioners asked for several clarifications, including whether specific policies would obligate the city to particular programs. The commission agreed to two edits before forwarding the draft to council: replace the word “promote” with “encourage” regarding watershed and reservoir stewardship to avoid implying regulatory obligations, and remove a sentence that explicitly supported decreasing lot sizes and configuration standards. With those edits, the Planning Commission voted unanimously to recommend the amendment to the City Council.
Staff said the amendment is primarily a policy guideline (a general plan element) and that any implementing ordinance changes — such as landscaping or irrigation rules — would return to the commission and council for separate hearings.
