Zoning Hearing Officer Robert Cartel recommended denial of two front‑yard variance requests at a Nov. 5, 2025 DuPage County Zoning Hearing Officer recommendation meeting, saying the requested relief would be perpetual and he could not impose time limits on approvals.
Cartel approved the minutes from the Oct. 15 public hearings before taking up the two items. He described case 25059 (Fontano) as "a request to allow a recreational vehicle in front of the front wall of the building" and said he "cannot recommend approval of this because particularly because of the nature of the requested relief." Cartel emphasized that "variations run with the land and therefore last forever," adding that he was "not able to put a time limitation on a variation," and concluded that he must "recommend the denial of this case." He said that denial is set forth in writing and will be transmitted to the County Development Committee.
On case 25060 (Sabinach), Cartel said the request was for "a variation again, a variation, for a refereational apparatus in front of the house." He said the request "really, really troubles me because we're talking about a basketball net," noting one objecting neighbor who told him the installation was intrusive and another neighbor who said they did not object but had heard noise. Cartel described the basketball pole as a permanent structure "fixed in concrete" and said, as with the prior item, that the requested relief would be perpetual. "I have to recommend the denial of this petition," he said, and that recommendation was also set forth in writing for transmission to the County Development Committee.
Cartel told petitioners they may present their positions to the County Development Committee. The meeting record shows no public comment was reviewed, and Cartel indicated there was no old or new business before adjourning.
