The Ventura County Planning Commission on Nov. 6 voted 5–0 to approve Conditional Use Permit PL150195, allowing the First Samoan Congregational Church of Oxnard to continue operating at 250 East Collins Street (El Rio) for a 30‑year period and to implement minor site improvements.
Planner John Kessler summarized the site and project history: the county first approved a CUP for the church in 1972, granted subsequent extensions, and issued a notice of violation in 2014 when the church continued to operate under an expired permit. The applicant entered a compliance agreement in 2018 and remained open while the current CUP application was processed. Kessler told commissioners staff found the project consistent with the 2040 General Plan, the El Rio Bridal Norte area plan, and the non‑coastal zoning ordinance, and that the project qualifies for a CEQA categorical exemption under Section 15301. Staff recommended approval.
The requested authorization allows continued use of existing on‑site structures (chapel, parsonage and community center), repairs and restriping of the parking area to provide 41 spaces, new landscaping, installation of a short‑term bicycle rack, and construction of a new 6‑foot wood perimeter fence. Operation hours were proposed to remain 7 a.m. to 8 p.m., seven days a week. Kessler noted the chapel may accommodate up to 112 seats, while the applicant reported a current congregation size of about 50 members.
Applicant representative (name in the record contains inconsistent spellings) spoke briefly and said Pastor Reverend Fulu was present; the applicant said it would work with staff to implement recommended conditions.
A motion to approve the CUP based on staff recommendations was moved and seconded; Secretary Luce recorded five yes votes and no no votes and the motion passed 5–0. The approved CUP formalizes the facility's continued operation for the term and requires the site repairs and conditions reflected in the staff report.
