Johnson County commissioners on the business docket on Oct. 9 authorized an intergovernmental agreement with the City of Spring Hill for the county to provide temporary building inspection services through March 31, 2026, reimbursed at $150 per hour.
Jay Leipzig, director of planning, housing and community development, told the board Spring Hill is rapidly growing and currently lacks a building official, inspector and community development director; the county would supply inspection services — not plan review — for a short term, he said. "We anticipate that it'll be no more than probably about 10 hours per week," Leipzig said.
Commissioners asked how the $150 hourly rate was established and whether the work would create overtime or legal exposure for county staff. Leipzig said the rate was set by surveying comparable entities and that staff did not anticipate overtime: "They are all kind of right in that $150 threshold," he said. County staff noted the agreement covers inspection work only and that plan review is being handled by another entity.
On liability, staff said the IGA contains indemnification provisions and that the contract language is similar to third‑party contractor arrangements. "There is an indemnification in the contract," Leipzig said, and that provisions addressing legal occurrences are included.
Commissioner Brewer moved to approve the IGA; Commissioner Ashcraft seconded. With Chairman Kelly recusing himself, the roll call showed five votes in favor and one recusal. The motion passed.
The board record shows the county will be reimbursed at $150 per hour for standard inspection services; the IGA term runs through March 31, 2026.
