The council held a continued hearing on a proposed zoning amendment to change multiple lots on Assessor's Plat 2 (lots including 144, 146, 148, 150, 155, 158, 159, 160, 163, 164, 166, 214, 216 and 247) from Residential General to a Commercial Village (CV) district.
Resident Rod Silva asked whether safeguards exist to prevent larger or more intensive businesses from moving into adjoining residential neighborhoods if property owners combine parcels. A planning/zoning official who described himself as a former zoning official for North Providence said the comp plan and the CV district both impose limits — client‑based businesses are the intended use (examples given included salons, offices, dentists and other service professions) and manufacturing or heavy commercial uses would not automatically be allowed. He explained that a change inconsistent with the comp plan would require a comp‑plan amendment and review by the state Planning office, and that special‑use permits under Article 5 would be required for uses that do not conform to the CV standards.
Council members agreed to have the planning director (Brent) attend the ordinance committee meeting to ensure the proposed rezoning aligns with the comp‑plan update. Councilman Pollock moved and Councilman Matone seconded a motion to send the matter to the ordinance committee and to continue the advertised hearing to the December council meeting; the motion carried by voice vote.
