The proposed scope focuses on maintenance and safety: repairing worn stairs and adjacent stucco, replacing cracked pedestrian surfacing, extending an ADA‑compliant path to Coast Highway, installing an ADA curb ramp and consolidating parking-pay meters into one station to reduce sidewalk clutter.
Project manager Lee described a single public bulb‑out at the intersection of Lower Cliff Drive and Cliff Drive to add green space and better define the park edge. Staff emphasized the plan’s maintenance-first approach and said no tree removals are proposed; the city arborist will evaluate health and root conditions and staff expects to protect existing trees. The presentation included proposals for low‑profile bollard lighting to improve visibility at night while matching the existing stair lighting fixtures.
Public commenters — including residents and members of local groups — supported repairs and emphasized the park’s value as a shaded, passive open space. Several speakers urged careful preservation of original stone work, sensitive removal of invasives (notably ivy) and consideration of future features such as more formal seating or a small amphitheater in a later phase. Staff said the current work is focused on safety, accessibility and long‑term maintenance; if commissioners endorse the concept, staff will return with refined final designs and a recommended timeline.
