LANSING — The Michigan House of Representatives on Nov. 4 passed House Bill 4929, a bill sponsored by Representative Pavlov that would create a formal process for medical professionals to voluntarily surrender their state license or registration.
Representative Mike Pavlov (sponsor) told the chamber the bill would allow licensees who no longer need a license because of retirement or career change to relinquish it formally, reducing administrative work for the Department of Licensing and Regulatory Affairs. ‘‘If we simply create a process for these medical professionals to voluntarily relinquish their licenses, we could save the Department of Licensing and Regulatory Affairs from having unnecessary work,’’ Pavlov said on the floor.
Pavlov said the bill includes safeguards developed with the Department of Licensing and Regulatory Affairs to prevent individuals from using the process to evade disciplinary action. ‘‘We have worked with the department ... to put safeguards in place to prevent individuals from abusing this process to escape disciplinary action by the department,’’ he said.
On final passage the clerk reported 99 aye votes and 1 nay vote. The majority of members elected and serving voted in favor, so the bill was declared passed; the House then ordered immediate effect.
The bill’s text, as read on the floor, creates an administrative mechanism to surrender licensure or registration. The transcript does not record additional implementing details such as an effective date beyond the House’s immediate-effect action or the specific departmental rule changes that would follow; those items are left to the Department of Licensing and Regulatory Affairs and subsequent enrollment processes.
Provenance: Sponsor remarks and final vote appear beginning at 01:24:18 and concluding at 01:26:42 in the clerk’s on-floor record.
