On Nov. 6 the Area Plan Commission voted to approve two code changes and forward them to Evansville City Council.

Sign ordinance (G‑2025‑23): Staff explained the ordinance would amend Evansville Municipal Code Chapter 18.14 to mirror the county sign ordinance and to replace the city sign table so city and county provisions align. The change follows committee meetings with sign companies and was presented as a means to harmonize standards after prior litigation involving billboards and to improve enforcement. Commissioners said staff had done substantial outreach with sign companies and that enforcement would now be more consistent.

Off‑street parking and loading (Title 18 amendments): Staff presented a revised parking table and a system of parking credits (for example, bike racks and other on‑site features) intended to reduce required surface parking and lower development costs. Staff and private‑sector reviewers said the changes were the result of local review and aim to reduce unnecessary surface parking while preserving the ability to seek variances when appropriate. Commissioners and members of the development community in the room praised the revisions for balancing investment and flexibility.

Both ordinance changes were approved by roll call vote and will be sent to City Council with the commission’s recommendation. The sign ordinance vote was recorded as 9‑0 in favor; the parking/loading amendment similarly passed on a unanimous roll call and will proceed to Council for first reading and further action.

Staff said the sign ordinance and parking amendments came after meetings with sign companies, council members and other stakeholders; they noted enforcement activity will follow to address existing nonconforming signs.
