The Marion County Board of Commissioners approved a consent agenda Nov. 5 that included multiple contracts, franchise agreements, amendments to incoming funds intergovernmental agreements, property transactions and personnel classification updates.
Key items approved in the consent agenda included: recommendation to approve an OLCC license application for Standard Liquor Company in Salem; a public improvement agreement with GR Smith Construction Corporation for $171,140 to refurbish the Marion County justice courts (through 06/30/2026); a public improvement agreement with Ross Builders Northwest LLC for $843,097 for tenant improvements to the Marion County Health & Human Services first floor (through 06/30/2026); incoming-funds franchise agreements with Spectrum Pacific West LLC (Charter) and Wave Division 7 LLC (5% franchise fee) through Nov. 5, 2035; and multiple incoming funds and contract amendments with the Oregon Health Authority totaling multimillion-dollar increases across behavioral health and public health program elements.
The board approved an amendment to a contract with Bridgeway Community Health adding $141,843.98 for detox services (new total $808,375.92 through Dec. 31, 2025) and approved amendment 15 to an IGA with the Oregon Health Authority extending term and adding $7,428,920.69 for multiple program elements (new IGA total $32,075,591.08). The consent agenda also included authorization to proceed with eminent domain acquisition associated with the Ellen Road NE at Butteville Road NE roundabout project (public works), approval of a master subscription agreement with AssetWorks not to exceed $516,454.71 for a fleet asset and maintenance management application, and classification and pay-grade updates for multiple human services positions.
A commissioner moved and seconded the consent agenda; the board voted by voice and the motion passed with recorded 'aye' responses.
