The Orem City Planning Commission on Nov. 5 voted to forward a recommendation to allow gymnasium and athletic‑club uses in the PD‑36 zone, a change applicants said is necessary to permit an indoor "paddle" facility in the PD‑36 complex near 1440 North 1380 West.
Staff (Jared) explained the request is a zoning text amendment to add the specific land‑use code for gymnasiums and athletic clubs to the PD‑36 allowed uses list (Article 22‑11‑49(c)). The general plan designates the area as regional commercial and staff said indoor athletic uses fit that category.
Applicants Parker and Kyle described paddle — a racquet sport similar to a mix of tennis and squash — and said the building they propose to use has the high ceilings and open floor plan the sport requires. They told the commission they expected to fit about five courts in the stand‑alone 23,000‑square‑foot building and to draw customers from a wider area because similar facilities are not yet common in Utah.
Commissioners asked about parking and staff explained parking demand and occupancy would be evaluated at the site‑plan and business‑license stages; PD‑36 has shared parking, and the planning division would evaluate adequacy before final approvals. The commission moved, seconded and approved the amendment recommendation by voice vote.
Next steps: If the City Council adopts the text amendment, the applicants can apply for site‑plan approval and business licensing; staff will evaluate parking, occupancy and other operational details at that time.
