The complainant (listed in the agenda as Jakeema McCorvey) told the board she paid the contractor and then separately paid subcontractors to complete portions of the work; she provided documents showing a total contract amount of $180,000, total payments of $75,000 and subcontractor payments of roughly $53,002.70, and requested $105,442.50 in restitution. An independent contractor and estimator who inspected the property testified that an accessory outbuilding had been exposed to the weather and might require demolition or full replacement, increasing repair costs by an estimated $100,000, but the estimator did not produce a written bid at the hearing.
Board members discussed two paths: awarding the amount requested now (which would allow the homeowner to recontract and make her whole for the original contract) and leaving the matter open to receive additional, documented bids for the accessory building. The board voted to award $105,442.50 and to maintain jurisdiction so the complainant could return with additional documentation for further restitution related to the accessory building (motion carried at 01:13:29). Staff advised that any additional restitution requests would need supporting written estimates and documentation.
The board directed the complainant to work with staff to submit any further bids or evidence of additional damages so the board can consider increasing restitution if warranted.
