The Torrington Board of Public Safety voted Nov. 5 to promote three members of the fire department and to accept a police officer following his probationary period.
Motions carried to promote Randall Chosanek from lieutenant to deputy chief, Alexander Remberg from frontline driver to lieutenant, and Jordan Terrell from firefighter to frontline driver. All three promotions are effective Nov. 9, 2025. The mayor administered the oaths; the board announced a public pinning and promotion ceremony scheduled for Nov. 12 at Torrington High School.
The board also voted to accept Officer Thomas Smalls as a regular member of the Torrington Police Department after completing his probationary period, effective Oct. 11, 2025.
Several routine items were approved earlier in the meeting, including regular and special meeting minutes and the police, fire and EMS reports for September 2025. Two agenda items (item 6, the public safety study, and item 7) were tabled because the final public-safety report had not been delivered to the board; the mayor said the facilities director was finalizing the document and that the city will form a building committee to shepherd site selection and construction if grant funding is awarded.
The board recorded no opposing votes on the personnel actions during the meeting.
