The board heard a first reading of new policy JECC, which implements House Bill 86 (2024) requirements and authorizes school nurses and designated trained personnel to administer a stock bronchodilator to any student (K–12) deemed to be experiencing asthma-related symptoms or respiratory distress, regardless of diagnosis or prescription.

Grace Wilson, director of legislation and policy, said the law requires consultation with the Maryland Department of Health and annual training in accordance with state guidance. The policy was presented for a 30-day public comment period and will return for board action after that period.

Trustees did not take action; the policy was informational on first reading. Staff said they would provide training and protocols and clarified the distinction between authorized emergency administration of a stock bronchodilator and a student's individual medication plan.
