The Glendora Planning Commission voted unanimously to approve a development plan review (DPR) for a new two-story, 2,225-square-foot single-family hillside residence at 445 Conifer Road (project file PLN25-0013), adopting a Class 3 categorical exemption under the California Environmental Quality Act (CEQA) and Resolution PC2025-14.
Planning technician Ryan Alcazar told the commission the house would sit on a 0.98-acre vacant lot in the rural hillside residential zone and include four bedrooms, four bathrooms, a partially enclosed second-floor deck, attached garage and three parking spaces (two in the garage, one in the driveway). Alcazar said the proposed grading totals 86 cubic yards of cut, 96 cubic yards of fill and requires 12 cubic yards of import, and that DPR approval was required because grading exceeds 150 cubic yards. He reported that Water Division and Los Angeles County Fire had issued clearance letters with conditions. Alcazar recommended adoption of a CEQA categorical exemption and approval of the DPR.
Alcazar noted the architectural style is a modern Mediterranean with stucco walls and clay tile roof. He said the middle roofline had been changed from a flat roof to a sloped roof to comply with the 25-foot height limit and that further adjustments to ensure a maximum 25-foot building height may be required before building permit issuance; meeting those building-height conditions was included as a condition of approval.
Applicant Nathan Watkins made brief remarks, saying he had no additions to staff’s presentation and planned to submit for building permits if there were no unresolved issues. The public testimony period was opened for the item but no speaker cards were received and no members of the public spoke.
During deliberations, Commissioner Coffs asked whether any trees or vegetation would be removed. A project representative said some wattle trees and other fire-hazard vegetation would be removed and that overgrown material would be cleared or maintained. Following brief comments from commissioners, Commissioner Davis moved to approve the DPR and Commissioner Cost seconded. The motion carried 5-0. The commission adopted a Class 3 categorical exemption pursuant to CEQA Guideline §15303 (new construction) and approved Resolution PC2025-14, titled “A Resolution of the Planning Commission Approving a Development Plan Review for the Hillside Development of a New Two-Story Single-Family Residential House and Associated Grading at 445 Conifer Road.”
The approval includes conditions to ensure the building meets the 25-foot height limit prior to building-permit issuance and other standard conditions noted in the staff report and applicable clearance letters. No enforcement or inspection schedule was described at the meeting; building-permit review and any required inspections will follow the usual permitting process.
