The Calistoga City Council voted 4–1 to award a painting contract to T and S Maintenance (staff presentation named the contractor) to repaint the exterior of the police department building. The contract amount fell below the $75,000 public contract code threshold staff cited as allowing the city to award without a formal open bidding process.
Council discussion centered on two tradeoffs: doing the work sooner, with a contractor the city has used previously, versus postponing the police building work and bundling it with a larger City Hall repainting project so more local contractors could bid. Supporters of immediate award noted budget approval and prior positive experience with the contractor; opponents argued more local participation would be possible if the jobs were advertised together.
The motion to award the contract passed by roll call (four votes in favor, Mayor Williams voted no). Staff said they will proceed with the selected contractor, and that City Hall painting will be advertised as a larger formal bid process in the spring due to additional repairs and complexity.
