John Chaney of Collier Engineering summarized progress on three capital projects at the Metro Nashville Fairgrounds campus, saying permitting reviews and utility coordination remain the primary constraints before full construction work can proceed.
"Metro Water Services bridal approval for stormwater and grading plans remains pending," Chaney said. He added that other agency reviews are current and that legal review of a contractor's certificate of insurance is expected soon. On utilities, he reported that Piedmont Gas was expected to start relocations within a week to 10 days with a "six‑week bracket" of work and weekday restrictions of 9 a.m. to 3 p.m., and that roughly 350 linear feet of gas line would be retired.
Chaney said agency comments on Lower Coliseum Way remain under review, that general‑services ADA comments are minor, and that about 7,000 cubic yards of spoils from Lot 2 have been placed on the RC Matthews lot while geotechnical testing is performed. "I would expect that was probably to take two to three weeks for his testing and lab results," he said.
On the multipurpose Lot 2, Chaney said storm drainage work is complete, bioretention ponds are being installed and concrete abutments for a PermaTraq boardwalk will be set soon. He said the contractor is targeting the binder course—weather permitting—so the lot can be usable for the Christmas Village scheduled to open Nov. 12.
Board members asked practical questions about timing and capacity. The Windgrove entrance construction was described as "about a 10‑month construction schedule." On Lot 2 capacity, a participant noted that, if Lot 2 were laid out as a traditional striped parking lot, it would likely accommodate on the order of 100–125 spaces; the project team said the lot is being held as a multipurpose surface rather than a strictly striped lot to preserve flexibility and to comply with parking regulations.
Chaney also said Bell Construction will update pricing after approvals and that their work could begin in early Q1 2026. The board was told to expect continued monitoring of contractor activity and coordination of start dates for Windgrove and Lower Coliseum Way.
Board members did not take formal action on the projects at this meeting; updates were informational.
