The county engineer presented a package of road and bridge items and the board approved a series of routine construction actions, including notices to proceed, receipt of bonds and insurance, and one contract change order.
Engineer Mr. Pritchard asked the board to authorize notices to proceed for contractors that had returned required bonds and insurance; the board approved notice to proceed for R & J Construction on the Clifford/ Jordan Lane work and for Phillips Construction on Rock Hill East after the projects met bonding and insurance requirements. The board also approved a change order to add Bethel Road to an existing paving contract (contractor and funds cited in the meeting packet), with the contractor’s portion listed in the meeting as $305,885.90. The engineer noted funds available for the change order.
Pritchard also presented four LSBP bridge additions (Butler Road bridge 132, AW Williams Road bridge 107, Red Bank Road bridge 3, Mason Road bridge 2) and asked the board to sign program forms so designs can proceed and projects be ready when LSBP funds are released. The board approved the forms so the projects can be surveyed and designed and sit ready for funding release.
Board members stressed communication about project timing and public notices to avoid confusion when signs or mobilization occur before visible work. Several motions were moved and seconded and passed unanimously; the engineer will return with board orders and signed documents as required for award and to issue formal notices to proceed.
