Keizer City Council on Nov. 3 adopted an order approving a 2.1% increase to franchise solid waste collection rates effective Jan. 1, 2026.

City staff told council the haulers originally requested a 3% increase but reduced the request after cost savings from using the Salem recycling center and other adjustments. City staff and the haulers cautioned that Marion County’s decision on tipping fees remains an uncertain variable that could affect future rates.

Representatives from Valley Recycling and Disposal and Lawrence Sanitation explained how the Recycling Modernization Act (RMA) and related state administration (DEQ) will change recycling operations and noted recent distribution of informational materials to residents. Greg Bittman of Valley Recycling and Disposal and Sean Edmonds of Lawrence Sanitation said the firms had taken advantage of a regional resource that reduced recycling disposal costs and helped lower the requested increase.

Council members asked about county tipping‑fee risk and about producer funding for recycling education; hauler representatives confirmed discussions are ongoing with the county and with producer‑funding mechanisms. Councilors also noted the council expects to receive annual rate requests rather than sporadic adjustments.

The council adopted the order as presented; no public testimony was received during the hearing.
