The Shawnee County Board of County Commissioners voted on multiple administrative and contract matters Nov. 3. All motions listed below passed by recorded voice vote of 3-0 unless otherwise noted.
- Consent agenda: Approved (motion made by Commissioner Aaron Mays; second by Commissioner Bill Rippon). Outcome: approved 3-0.
- Voucher approval: County clerk reported total vouchers of $2,557,121.21. The clerk identified a notable payment of $99,686.97 to Meridian Roofing Solutions for final payment on the courthouse roof replacement, to be paid from the roof and parking lot fund. Motion to approve vouchers passed 3-0 (mover: Commissioner Bill Rippon; second: Commissioner Kevin Cook).
- Project budget and solicitation: Approved solicitation of bids for repairs and safety enhancements to the East Parking Lot at the North Annex (see separate article on public works). Motion passed 3-0 (mover: Aaron Mays; second: Bill Rippon).
- Department of Corrections personnel authorization: Approved posting and filling two Maintenance Technician I positions ($57,997.88 each, salary and benefits) and one Facilities Line Supervisor ($95,260.21, salary and benefits), funded in the FY2026 detention budget. Motion passed 3-0 (mover: Kevin Cook; second: Bill Rippon).
- Health Department contract C415-2025: Approved contract with Dr. Locke to continue serving as health officer and medical director for the family planning program from Jan. 1, 2026, through Dec. 31, 2026. Motion passed 3-0 (mover: Kevin Cook; second: Aaron Mays).
- Human resources letter of agreement C416-2025 (CWA Local 6423): Approved temporary retention incentive pay for communications call takers and communications specialists (temporary incentive $1.85 per hour for communication specialist call takers and $2.50 per hour for communication specialists 1 and 2), effective the first full pay period following approval and ending the pay period ending June 26, 2026. Motion passed 3-0 (mover: Aaron Mays; second: Bill Rippon).
- Parks & Recreation contract change order C348-2025: Approved change order No. 1 to reduce lighting-related work on courts 10–18, reducing the contract by $226,971. Motion passed 3-0 (mover: Aaron Mays; second: Bill Rippon).
- Parks & Recreation purchase C417-2025: Approved purchase of lighting materials from Musco Sports Lighting for $261,000 through the Sourcewell cooperative purchasing program with funding from the Capital Project Bond Fund. Motion passed 3-0 (mover: Kevin Cook; second: Bill Rippon).
- Reappointment: Approved reappointment of Brian Armstrong to the Metropolitan Topeka Airport Authority Board for a final term. Motion passed 3-0 (mover: Aaron Mays; second: Bill Rippon).
- Meeting schedule change: Approved cancellation of the Nov. 17 commission meeting so commissioners may convene as the Board of County Canvassers at the election office. Motion passed 3-0 (mover: Aaron Mays; second: Kevin Cook).
- Executive session: Commissioners recessed into a 20-minute executive session to discuss nonelected personnel and departmental org charts at 09:20; upon returning the board reported no action taken and adjourned.
