The Conway City Council on Nov. 3 disapproved a first-reading annexation and approved first reading on a separate annexation, with Planning Commission hearings set for related rezoning requests.
Staff told the council that the 642 Leisure Lane property (about 0.181 acres) is contiguous to the city only through a rear parcel owned by the U.S. Fish and Wildlife Service and that most lots on Lisa Lane contain manufactured homes. Staff said the dirt road frontage is county-maintained and substandard, which would prevent the city from issuing construction permits until the road is improved and dedicated to the city. For those reasons staff recommended against annexation. Councilmember DeLay moved to disapprove first reading of the ordinance; the motion carried unanimously.
Separately, staff described a request to annex roughly 0.151 acres at 182 Quail Run in the Fall Creek subdivision, noting the parcel is contiguous to an adjacent property annexed in 2023 and that annexation was a condition of receiving city utilities under restrictive covenants filed in 2010. Planning Commission is scheduled to hold a public hearing on the rezoning for this property at its Dec. 11 meeting. Council approved first reading of the annexation by unanimous voice vote.
Staff also introduced a rezoning request for two parcels at 1328 Cottage Lane and 1636 Church Street, both currently zoned low/medium-density residential (R-1). The future land use map identifies those parcels as highway commercial; staff said the requested zoning is Highway Commercial and that the Planning Commission will hold a public hearing on Nov. 6 with its recommendation forwarded at first reading.
