Rex Davenport was appointed to fill the vacancy in Kenosha’s Fourth Aldermanic District on Nov. 3, 2025, after a paper-ballot roll-call vote in which he received 8 votes to Craig Sater’s 7.
The appointment followed five-minute remarks from both candidates and a period of questions from alderpersons. Davenport, who described decades of experience covering municipal government and an interest in fiscal oversight and neighborhood preservation, said his priorities would include managing growth in a primarily newer area of the district and addressing food-access concerns. Craig Sater, an options counselor with the Aging and Disability Resource Center of Racine County, emphasized listening to constituents and addressing infrastructure, food insecurity and housing.
After clerks collected and read the paper ballots aloud, the mayor announced Davenport as the successful candidate. Davenport took the oath of office and was seated immediately; the council president noted the new alderperson would not vote on items that night. The mayor said he intends to appoint Davenport to the finance committee at the following council meeting to fill that vacancy.
Council members who questioned the candidates generally praised both applicants’ qualifications and urged the new alderperson to reach out to staff and colleagues for onboarding support. Several alderpersons offered specific advice about technical setup and committee orientation.
The vote tally was read aloud in public: Rex Davenport, 8 votes; Craig Sater, 7 votes. No amendments or alternative motions to the appointment were recorded.
Davenport’s swearing-in and the mayor’s pledge of assistance conclude the council’s action to fill the Fourth District vacancy; the mayor’s stated committee assignment remains subject to formal placement at the next council meeting.
