The Kenosha Common Council voted 14–1 on Nov. 3 to rescind a $213.20 special charge for snow removal assessed against 1709 30 First Street, following testimony from the resident, Linda Rossman.
Rossman told the council she had been ill with COVID-related pneumonia and the flu at the time the snow event occurred, and that she attempted to clear her sidewalk when she was able. She said she lives alone, is disabled and does not have immediate family nearby. Rossman said she had called city staff when she saw the tag and that she believed she had taken the measures advised, and she asked the council to rescind the charge. A member of the finance committee summarized options available to the council — deny, split the cost, or rescind — and urged rescission in this case.
Finance had recommended rescinding the charge by a 4–1 vote. The council’s roll call to rescind the fee carried 14–1. Council members emphasized compassion and the resident’s medical circumstances in supporting rescission. The clerk recorded the motion and roll call; the rescinding action eliminates the special charge from the 2025 tax roll for that parcel.
The resident was advised of local resources and referrals (aging and disability resources) to prevent similar outcomes in the future; no additional penalties or follow-up conditions were recorded.
