The Richmond City Council convened for a special meeting in the council chamber where the City Clerk announced that three resolutions had been introduced and made available to council members.
The City Clerk said, "The list of legislation for introduction this afternoon consisting of 3 resolutions has been provided to you, and such legislation is hereby introduced." The clerk also said copies were available for public inspection at the rear of the council chamber and that "an electronic copy of the list and the full text of the legislation will be available on the city's website by no later than Wednesday, November 12."
The clerk opened the meeting with a standard emergency-evacuation announcement, instructing attendees to use the exits to the left or right front of the chamber or the east or west stairwell outside the rear doors and directing people to the assembly area on Ninth Street at the former public safety building parking lot. The clerk also noted that all council members were present for the meeting except for Mr. Breton, Ms. Robertson and Miss Trammell, and confirmed a quorum.
There was no recorded debate, public comment, or formal votes on the introduced resolutions during the meeting. The Council President then stated the agenda was complete and adjourned the meeting.
