Brooksville Mayor Krista Tanner and the City Council on Nov. 3 approved terminating the city's existing uniform rental agreement with Cintas and entering a piggyback contract with Vestas under an existing Sourcewell cooperative purchasing agreement.

Procurement Administrator Emily Bennett told the council staff analyzed alternate sources and found Vestas to be less expensive. Bennett said the unit savings are “approximately 14¢ per garment” and that, for Public Works (DPW) alone, the change would produce an estimated $1,515,000 in annual savings for six sites, as presented to council. Bennett described Vestas as providing laundering, delivery, lockers and repair services and said staff completed preliminary employee sizing to speed implementation if the council approved the switch.

Council members asked about contract term, termination rights and non‑appropriation language. Bennett said the city would piggyback on a Sourcewell contract that began in March 2024 and runs through March 2028, with options for three additional one‑year renewals. She told council the Sourcewell pricing is fixed for the contract term and that the agreement includes a standard non‑appropriation clause that would allow the city to cease payments at the end of a fiscal year if funds are not budgeted. Councilmembers also noted a 30‑day notice termination clause; staff indicated they would review Vestas’ exact termination language more closely before implementation.

A motion to terminate the Cintas contract and approve the Vestas Sourcewell agreement passed unanimously, 5–0. The council did not attach additional conditions to the approval during the meeting.

Notes and next steps: staff will coordinate uniform return/installation logistics and employee sizing and will ensure legal staff reviews the final contract language (termination, non‑appropriation and any other clauses) before full execution.
