City staff described the sponsorship model and costs: Public Works reported a production cost of approximately $1,500 for 30 banners and a $150 fee for each design revision; production turnaround was stated to be roughly two weeks. Staff also said the city will invoice sponsors (Public Works to issue invoices) and that once purchased the city retains the banners and may reuse them in subsequent years unless the council approves a replacement design.
Council discussed several policy details including rotation, frequency (minimum 7 days, maximum 30 days per banner placement), whether banners should read "Downtown" versus "Brooksville," and restrictions on commercial advertisements. Councilmember feedback emphasized maximizing calendar coverage so banners reflect events year‑round, while several members opposed using banners as paid advertising space.
After discussion the council voted to adopt the banner policy and to approve two specific designs: a Veterans Day design (approved so the design is ready if a sponsor is secured; the design will be used next year unless a sponsor brings an alternative) and a Christmas design to be printed and hung this season. The Christmas banner wording was amended to read "Merry Christmas from Brooksville" instead of using the word "Downtown."
