Everingham Asset Management reported to the Teton County commissioners that design development for the new Justice Center has advanced and that the project team is preparing guaranteed maximum price (GMP) work and early‑release construction packages.
Jason Bergman, representing Everingham, said the design team absorbed recent scope changes, including space for victim services and additional square footage, and moved the project quickly into a full set of construction drawings. The team received initial building‑permit comments from the town and has cleared grading approvals; they plan to submit shoring and grading permits and a demo permit for the existing courthouse buildings as separate submittals. Bergman said early‑release bid packages—covering long‑lead items, shoring, concrete, and mechanical work—were bid early and returned several million dollars under prior estimates.
The team expects to deliver a GMP for preconstruction work (early releases for long‑lead items) in the coming weeks and a full GMP tied to construction contract documents in early February 2026. If approved by the board, demolition would begin late February and shoring design and mobilization would start soon after permit approvals. Commissioners and staff praised the work of the design review committee and the project architects for responding to community review comments and improving the building facades.

Commissioners queried the schedule for fire‑suppression subcontractor design and the shoring contractor; staff clarified that subcontractors produce proprietary final designs for fire suppression and shoring, which is why early releases were issued. Staff said weekly coordination meetings with user groups and subcontractors will increase as construction documents are finalized.
The county will return with requests tied to the preconstruction GMP packages and further permit updates as the project progresses through the town and county review processes.
