Board members asked for greater transparency into the finances of nonprofit leagues that use city fields, and staff described the process for obtaining financial documents.
During discussion of league use of Parkland fields, a board member asked whether the advisory group could review league budgets or other financial information. Felicia Trainer, assistant director, said league organizations provide the city with their annual tax filings (Form 990 or equivalent) and that staff can coordinate a records request through the city clerk for additional materials; she cautioned that some records may be redacted under public-records rules.
A board member asked specifically for financials for the largest leagues. Staff clarified that the request must go through a public-records request and that certain portions could be redacted. The board member refined the request to seek recent financials for flag football and the large basketball organization (and discussed possibly adding soccer), referencing the prior April period as the range of interest for the request.
Staff emphasized that the city requires annual board-member lists from organizations and that the city enforces program rules (residency, rosters) within permitting. Board members discussed the sensitivity of asking organizations how they are run and noted the need for a careful, nonconfrontational approach when requesting records.
No documents were produced during the meeting; staff said they will work with the city clerk to process the public-records request.
