The City of Muskogee finance committee on Nov. 3 approved claims for all city departments covering Sept. 27 through Oct. 24, 2025, and voted to approve multiple final payments and bid awards for city projects.

Mister Reeves, a city public-works staff member, summarized project details for each agenda item. He told the committee the new fuel station project (project 2023006) concluded on budget, with underground storage and canopy work complete, and staff recommended a final payment of $46,609.48 to SPATCO Energy Solutions LLC. The committee approved the payment by roll call.

The committee also approved a final payment of $5,851.54 to Ellsworth Pavement Maintenance for the Hatbox VA parking lot improvements (project 2025009). Reeves said the work covered about 236,000 square feet and was inspected and approved by the VA and city staff.

For Grandview Park restrooms (project 2025008), staff recommended awarding the lowest and best bid of $203,167.39 to Cunningham Construction. Reeves described the planned cinder-block building with ADA-compliant fixtures, hot and cold water, and a standing-seam roof; the committee approved the award.

The committee awarded Cook Consulting LLC the South Country Club Road Improvements project (project 2025019), including alternate 2 (concrete construction), for $1,546,123.95. Reeves said the work covers roughly 2,500 linear feet from Chandler Road to Mont Place, will include water, sewer and storm-line work, relocation of electrical poles, and a six-foot sidewalk on the east side; the committee approved the award.

The committee approved a final payment of $73,921.04 to Vance Brothers Inc. for Southeast Zone microseal work (project SEZO24/2023026). Staff said the microseal covered about 15 surface miles plus 1,600 linear feet of crack sealing and included a reconciliatory change order and some mill-and-overlay substitutions.

Finally, the committee approved final payment of $109,452.70 to Cook Consulting LLC for the Haskell Booster Station improvements (project 2022021). Deputy mayor Derek Reed described pump and electrical upgrades including variable frequency drives, automatic transfer switches, a new generator, security fencing, and new approach and sidewalks.

All motions passed by roll call. The minutes and claims approvals were also approved earlier in the meeting.
