The La Habra City Council approved several routine but consequential items on Nov. 3, including the second reading of a city ordinance adopting state building-code updates into the municipal code, codifying special-event permitting procedures, and awarding the fiscal-year annual sidewalk-improvements contract.
Item 3, a second reading of the building-code adoption ordinance, passed on a 4-0 vote. Staff told the council the ordinance brings the city's municipal code into alignment with state building codes introduced at the prior meeting. "This is the second reading of that ordinance tonight," staff noted before the council voted.
Item 5, the codification of current special-event policies and procedures into the municipal code, also passed on a 4-0 vote following a brief staff report and no public comment.
Item 11, the annual sidewalk maintenance project, was presented as an award of contract to Leslie Gunner Campbell Construction in the amount of $135,550. Staff said the project was adopted in the prior fiscal-year budget and the award is now before the council. During the vote, Council Member Gomez recused himself from this item; the motion to award carried 4-0.
These approvals were taken after members of the public asked for items 3, 5 and 11 to be removed from the consent calendar for separate consideration. The council handled public input, received staff reports and then took separate motions for each item.
