Planning staff updated the Planning Advisory Board on the county’s Evaluation & Appraisal Report (EAR) process for the Comprehensive Development Master Plan (CDMP), setting timelines, public outreach and key issues to be examined through 2050.

Kimberly Brown, chief of Long Range Neighborhood Planning, explained that Florida law requires the county to evaluate its CDMP periodically. The EAR will assess progress against CDMP goals and monitoring measures, summarize changes in state law, review land-supply and demand for a near-term horizon (2040) and a long-term horizon (2050), and recommend language changes where appropriate. Brown said the county will aim to transmit the EAR to the state by Dec. 1, 2026, and that the PAB will receive the draft report no later than Sept. 1, 2026.

Brown described a public outreach program that includes a dedicated website, a public survey and at least five (likely six) town-hall workshops across the county in early 2026. She also noted the mayor convened a task force to focus on infill and future expansion areas; that task force is scheduled to deliver recommendations no later than May 2026 to inform the EAR.

Why it matters: The EAR sets the evidence and policy recommendations that drive future CDMP amendments, which in turn shape land supply, urban growth boundaries, transportation priorities and county policy for decades.

What’s next: Staff will continue interdepartmental data collection, engage municipalities, launch public outreach in early 2026, and present the EAR draft to the PAB in September 2026.
